河南将对年产15至30万吨煤矿实施重组

新建煤矿的最低“门槛”为年产45万吨；规模在15～30万吨／年的煤矿要实施兼并重组，煤炭生产规模100万吨／年以上的企业可作为兼并重组主体；县、乡辖区内发现非法煤矿，领导先“摘帽”再追责。昨日，省政府下发《关于加强煤矿安全生产的若干规定》的通知，再次绷紧了煤矿安全生产这根弦。今后，再想建年产十几万吨的小煤矿是不可能的了。全省的煤矿生产将实行严格的准入制度：单井规模不低于45万吨／年。全省各类煤矿，必须依法取得采矿许可证、安全生产许可证、煤炭生产许可证和营业执照。为煤矿选任“五职”矿长(矿长、安全副矿长、生产副矿长、技术副矿长、机电副矿长)时，其中一个硬性条件是：井下工作经验不能少于3年。

　　对于生产规模在15～30万吨／年的煤矿，要实施兼并重组。具体来说，省内现有煤炭生产规模100万吨／年以上的企业，可作为兼并重组主体。兼并重组主体企业所占股权比例不得低于51%。

　　在今年年底之前，不符合条件的煤矿主动申请退出的，经核准后，全额退还其缴纳的安全风险抵押金、剩余资源储量的采矿权价款等规费。但是，因查出违规生产而被关闭的矿井，相关费用不能退还。在乡镇政府辖区内，发现有非法煤矿且没有采取有效制止措施的，对乡镇政府的主要负责人以及负有责任的相关负责人给予停职或免职处理，再依法依纪追究责任；县(市、区)政府所辖区域内1个月内发现有2处或者2处以上非法煤矿且没有采取有效制止措施的，对县级政府主要负责人以及负有责任的相关负责人给予停职或免职处理，再依法依纪追究责任；涉嫌犯罪的，移送司法机关。

去年我国共淘汰落后炼钢能力1691万吨

工业和信息化部发布的数据显示，2009年我国钢铁行业淘汰落后产能取得了初步进展，全年共淘汰落后炼钢能力1691万吨，落后炼铁能力2113万吨。

　　在淘汰落后的同时，钢铁行业技术进步取得重大进展，品种质量进一步改善。据中国钢铁工业协会会长、武钢总经理邓崎琳介绍，鞍钢已成功生产出核电站用的高强度高韧性厚钢板，武钢、宝钢具有自主知识产权的高档取向硅钢实现批量生产并已用于替代进口硅钢生产50万伏以上等级的超高压大型变压器，宝钢、鞍钢、本钢在高强度汽车板研发和生产上正不断缩小与国际先进水平的差距，武钢2070毫米宽汽车板成功进入市场。

　　在推进节能减排方面，钢铁行业也取得了显著效果。据工信部介绍，2009年重点钢铁企业总能耗在产量增长11.2%的情况下增长5.2%，吨钢综合能耗为619.4千克标煤，同比下降1.7%；吨钢耗新水4.4吨，同比下降12.8%，外排废水总量下降13.7%，二氧化硫和烟尘排放同比减少 4.9%和7.9%。

　　但值得注意的是，2009年中小钢厂产量增幅远远高于大钢厂。据中钢协统计，2009年非中钢协会员的中小企业粗钢产量增长24.73%，而中钢协会员企业只增长11.27%。大企业发展缓慢，小企业数量不断增多，使今后调整产业结构的难度加大。

　　与此同时，随着近年来大量板材项目的投产，钢铁行业先进产能过剩和同质化竞争问题日益突出。工信部认为，如何根据我国城市化、工业化市场需求特点和企业自身优势进行产品结构调整，是危机之后大中型企业要深入研究的课题。

HOW TO STAY YOUNG
